In the first of a two-part series at The Armed Forces Journal on "a radically new approach to the U.S. national security system", Frank Hoffman argues that "it's not dollars the Pentagon lacks; it's strategic thinking about how to use those dollars". Additionally, Congressman Jim Cooper (D-TN), chairman of the new bipartisan Panel on Roles and Missions committee, lays out the group's goals and invites the rank and file to submit their reform ideas and suggestions through the AFJ.
