Report from TJ in Pakistan: As the anniversary of the earthquake draws near, the Americans get down to serious negotiations with tribal leaders.

My negotiations only went so well, but let's just say the ace in my hand was a threat to withhold goats distribution. (Of course, I can't actually do that, but he was a sixty-year-old village chief with no teeth who had never seen piped water before last year, and I was an angrezi with red hair who had just descended from the heavens in a bright blue helicopter. To give or not give goats apparently seemed entirely reasonable.)
