Now really, Goss was horrible. I don't know anyone who would event think of defending his slash&burn management strategy and the fact that he made some of America's best analysts quit out of sheer frustration with this jerk. But to place an NSA junkie as head of the CIA?!? The 9/11 Commission came back time and again that the CIA (and the rest of the intelligence community) essentially needs to do three things: (1) focus more on human intelligence (humint), (2) improve analysis capability, and (3) reduce the addiction-style dependency on technological surveillance as a replacement for real intelligence gathering. Not that electronic surveillance is necessarily bad, in fact it's essential. That's why we have an agency dedicated to it. It's called the National Security Agency (NSA). And unlike pretty much every movie I've seen in the last few years (example), that's all the NSA does.

So let me ask you: if you were told to reduce our dependency on electronic surveillance and to nominate a first-class manager to repair the damage of 16 years of neglect and the raging a*hole Goss, would you nominate the electronics-focused flunky who conceived and attempted to execute the abysmally planned and managed NSA modernization program Tradestone... ahem, sorry, "Trailblazer"?
