US redeployments to Iraq rattle South Korean alliance

Seriously, correct me if I'm wrong, but haven't the SKoreans been pushing for a decrease in US forces for the last four years? Weren't they thrilled to be losing some of their host-country payments under the prospective restructuring? So why are they so upset now?

I guess the bigger problem is that the 2nd division is being sent to Iraq - not a good indicator of US withdrawal in July.
